Sealed bids will be received by The Armory Commission of Alabama, at the State Military Department Annex Building, 1720A Cong. W.L. Dickinson Drive, (P.O.Box 3711), Montgomery, Alabama, until 2:00 p.m., CST, Thursday, 10 December 2009, for Minor Renovations and Energy Conservation at the Armed Forces Reserve Center located at Decatur, Alabama (IFB# AC-10-B-0003-S) at which time they will be publicly opened and read in the Conference Room (Room 206), of the State Military Department, 1720 Cong. W.L. Dickinson Drive, Montgomery, Alabama.
Certified checks or bid bonds payable to The Armory Commission of Alabama in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000.00 per project, must accompany the bidder's proposal. Completed Disclosure Statement must also accompany the proposal. Performance and Payment bonds will be required at the signing of the contract.
All bidders bidding in amounts exceeding $50,000.00 must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975.

Plans and specifications may be obtained from the Architect, 2WR/Holmes Wilkins Architects, Inc., 166 Commerce Street, Montgomery, Alabama 36104, 334-263-6400, point of contact: Vickie McKnight, upon deposit of $125.00 per set, which will be refunded in full on the first two (2) sets issued to each general contract bidder submitting a bona fide bid upon return of documents in good condition within ten (10) calendar days of the bid date. Other sets for General Contractors, and sets for subcontractors and dealers, may be obtained with the same deposit, which will be refunded as above, less cost of printing, reproduction, handling and distribution.
Only those bidders who have officially received "Bid Documents" from 2WR/ HolmesWilkins Architects, Inc. will be included on the distribution lists as "official plan holders" for Addenda or other project information during the bidding period. Any prospective bidders other than "official plan holders" must notify, in writing, 2WR/Holmes Wilkins Architects, Inc. of their intent to bid the project by 2:00 p.m., CST, Tuesday, 1 December 2009.

The proposed permit contains management requirements and limitations which are protective of groundwater quality.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice. In order to affect final decisions, comments must offer technically substantial information that is applicable to the proposed permit.
A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit. The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.
After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the Federal Water Pollution Control Act and applicable regulations, the Department will make a final determination on permit issuance. The Department will develop a response to comments, which will become part of the public record and will be available to persons upon request. Notice will be sent to any person requesting notice of the final action.

The work includes renovations of elevators in the Harris Hall Building and the Fine Arts Building, with all trades incorporated in the general contract.
Bid Documents may be examined at the Office of the Business Manager In the Administration Building at Calhoun Community College, Decatur, Alabama, Office of the Architect; and various Plan Rooms in paper format. Plan rooms may provide complete sets of scanned documents on their web sites in view only format.
Electronic images of bid documents may be viewed on-line through Alabama Graphics web site (www.algraphics.com) by accessing the digital plan room (DPR) tab. Access password is "phjarch" for the above named project. Paper copies of bid documents (full or partial sets) may be purchased through the web site upon non-refundable payment to Alabama Graphics. Partial sets will only be issued at the bidder's specific request for particular documents and with the understanding that it is the bidder's responsibility to have viewed the entire set of documents to determine what parts are required for him to submit a responsive bid. No consideration will be given for failure to do so. These documents may be used only for the purpose of bidding and constructing this project. Award will be made only to responsive and responsible bidders as mandated by Title 39 of the Code of Alabama. Pre-bid qualification is not required. All bidders must be licensed under Title 34 of the Code of Alabama and evidence thereof must appear on the proposal envelope (outside in clear view) or it will not be opened.
This project qualifies for the Sales Tax Saving Program and the owner intends to implement this program.
Pursuant to state law a cashier's check or bid bond must be enclosed with the bid to secure the bid for at least 30 days. Conditional bids will be rejected. A list of major subcontractors must accompany the bid. Performance and Payment Bonds and evidence of the specified insurance are prerequisites of contract award. Right is reserved by the Awarding Authority to reject all bids and to waive irregularities.
