Happy trails, Chief

Mayor Don Kyle presents Decatur Police Chief Joel Gilliam, left, with a plaque commemorating his 10 years of service. Gilliam led the Police Department into the 21st century by implementing technological advances, such as outfitting patrol cars with computers.

He is also responsible for the formation of the Anti-Crime Unit. Gilliam was honored during a retirement reception on the seventh floor of City Hall on Friday afternoon.
