A caller to The Daily complained that 3717 Chula Vista Drive S.W. has been vacant for years.

Hiding in plain sight

Location: 3717 Chula Vista Drive S.W.

Description: A caller complained that no one has lived in the house for years. There is no mailbox. Screens have fallen off the windows, and overgrown weeds and grass surround the house.

Property owner: Morgan County revenue commissioner records show that John Astor Sneed owns the house. Sneed could not be reached.

Ordinance: A property owner must maintain weeds, grass and nonornamental plant growth in a way so that it does not constitute a public nuisance.

Responsible officials: The house is in Councilman Ray Metzger’s District 5. Metzger said he would look at the house, and the council would support any action decided by Community Development. “If no one has lived in it for several years, it sounds like it’s been abandoned,” he said.

David Lee, in charge of code enforcement for the city’s Community Development, said there was not a current complaint on the house, but his department had been to the property in 1996, and again in 1999. At that time, the house was declared unsafe. Sneed made the necessary repairs to bring the house to code, and it has since been vacant. Lee said the city could not make the owner put a tenant in the house.
