Trash spills from a trash bin at the Morgan County Fairgrounds last week.

Hiding in plain sight

Location: The Morgan County Fairgrounds.

Description: Garbage overflowed a trash bin and was strewn about the property.

Owner: The property belongs to State Products Mart Authority of Morgan County. It is managed by the Morgan County Fair Board.

Board Chairman Sonny Wright said the trash bin overflowed because it was not emptied at its regularly scheduled time. He did not know why. He said the trash was piled neatly, but either animals or the wind dispersed it.

Wright had the property cleaned up by Friday morning.

Ordinance: Decaturís weed, junk and litter ordinance prohibits the storage of junk and scrap unless it is in an enclosed structure.

Responsible officials: The fairgrounds are in City Council District 4, represented by Councilman Ronny Russell.

The Community Development Department verified Friday a complaint had been made recently about the property.
