Hiding in plain sight
Location: 1089 Center Springs Road, Somerville. Description: Junk vehicles, tires, cans, wood and other debris are scattered along the entrance road to the mobile home residence and in front of the residence. Property owner: Morgan County revenue commissioner records show Gilbert and Evelyn A. Parker own the property. Area residents say Gilbert Parker is deceased. Evelyn Parker did not answer a knock at the door Wednesday. There is no telephone listing. Ordinance: None. The Morgan County Commission has not pursued limited home rule or governance so it cannot regulate property with junk. Responsible officials: District 2 Morgan County Commissioner Ken Livingston said he is not aware of any complaints. He said he will contact Ricky Brooks, environmental services director and litter control officer for the county, and ask him to investigate. A spokeswoman with the Alabama Department of Environmental Management in Decatur said her office also will investigate.
