Decatur City Council
The Decatur City Council on Monday:
Set for 7 p.m. Dec. 3 a public hearing to consider a proposed ordinance allowing police to impound vehicles operated by unlicensed motorists.
Approved a Municipal Utilities Board expenditure of $318,045 for installing gas services.
Approved a request to rezone a 0.48-acre tract near the Waterfront at Rhodes Ferry from B-5 Central Business to RD Mixed Use Development.
Tabled until Nov. 19 a measure allowing the abatement of unsafe conditions at 311 Fifth Ave. N.W., belonging to Camillo and Brandy Valladares.
Authorized a mortgage release for 607 Plum Drive S.W., belonging to Joyce A. Keel, signifying the property is paid off.
Declared surplus and authorized the sale of property at 205 Fourth Ave. N.W. to Evangeline and Victor Banks for $2,000, including the cost of surveying.
Accepted a $10,000 grant from the Alabama Power Foundation and Urban Forestry Commission to hire an arborist to compose a tree-planting plan. The grant comes with a required $10,000 match.
Declared surplus and authorized the sale of property from Decatur Land Improvement and Furnace to Barr Properties for $14,000.
Approved an annual contract with McWhorter Communications Inc. for marketing services not to exceed $150,000.
Approved a contract with Morgan County Economic Development for appropriations of $130,000, part of which will fund an incentive package for a new industrial park at Nucor Steel in Decatur.
Approved a contract with the North-central Alabama Regional Council of Governments for appropriations of $26,100 for transportation-planning services.
Approved a contract with the North-central Alabama Regional Council of Governments for appropriations of $16,153 for regional-planning services.
Approved an ordinance granting Madison-based Tans City Cab, operated by Jallah Zaizay, a franchise agreement allowing the company to operate on Decatur streets.
Approved a measure requiring that all proposed resolutions or ordinances be submitted to the city’s chief financial officer before being placed on the meeting agenda.
Awarded a contract to Rick Hall Construction for the construction of new restroom facilities at Delano Park at a cost of $109,418.
The council approved contracts with the following agencies for annual appropriations:

Tennessee Valley Rehabilitation Center, $10,000.
Volunteer Center of Morgan County, $11,000.
