Decatur City Council

The Decatur City Council on Monday:

  • Set for 7 p.m. Dec. 3 a public hearing to consider a proposed ordinance allowing police to impound vehicles operated by unlicensed motorists.

  • Approved a Municipal Utilities Board expenditure of $318,045 for installing gas services.

  • Approved a request to rezone a 0.48-acre tract near the Waterfront at Rhodes Ferry from B-5 Central Business to RD Mixed Use Development.

  • Tabled until Nov. 19 a measure allowing the abatement of unsafe conditions at 311 Fifth Ave. N.W., belonging to Camillo and Brandy Valladares.

  • Authorized a mortgage release for 607 Plum Drive S.W., belonging to Joyce A. Keel, signifying the property is paid off.

  • Declared surplus and authorized the sale of property at 205 Fourth Ave. N.W. to Evangeline and Victor Banks for $2,000, including the cost of surveying.

  • Accepted a $10,000 grant from the Alabama Power Foundation and Urban Forestry Commission to hire an arborist to compose a tree-planting plan. The grant comes with a required $10,000 match.

  • Declared surplus and authorized the sale of property from Decatur Land Improvement and Furnace to Barr Properties for $14,000.

  • Approved an annual contract with McWhorter Communications Inc. for marketing services not to exceed $150,000.

  • Approved a contract with Morgan County Economic Development for appropriations of $130,000, part of which will fund an incentive package for a new industrial park at Nucor Steel in Decatur.

  • Approved a contract with the North-central Alabama Regional Council of Governments for appropriations of $26,100 for transportation-planning services.

  • Approved a contract with the North-central Alabama Regional Council of Governments for appropriations of $16,153 for regional-planning services.

  • Approved an ordinance granting Madison-based Tans City Cab, operated by Jallah Zaizay, a franchise agreement allowing the company to operate on Decatur streets.

  • Approved a measure requiring that all proposed resolutions or ordinances be submitted to the city’s chief financial officer before being placed on the meeting agenda.

  • Awarded a contract to Rick Hall Construction for the construction of new restroom facilities at Delano Park at a cost of $109,418.

    The council approved contracts with the following agencies for annual appropriations:
    n North Alabama Grandparents Program, $15,000.

  • North Alabama Meals on Wheels, $20,000.

  • Mental Health Center of North Alabama Inc., $20,350.

  • Mental Health Center of North Alabama-FACETS, $17,000.

  • North Central Alabama Mental Retardation Authority, $13,200.

  • Parents And Children Together, $5,000.

  • Pryor Field Airport Authority, $30,000.

  • Tennessee Valley Rehabilitation Center, $10,000.

  • Volunteer Center of Morgan County, $11,000.

  • Decatur-Morgan County Convention and Visitors Bureau Inc., $522,000.

  • Morgan County System of Services, $4,800.

  • Downtown Redevelopment Authority of Decatur, $80,000.

  • Decatur Youth Symphony, $15,000.

  • Wheeler Basin Regional Library, $360,000.

  • Hospice of the Valley, $50,000 for capital campaign.

  • Hospice of the Valley, $5,500.

  • Arc of Morgan County, $7,160.

  • Decatur Beautification Board, $20,000.

  • Decatur-Morgan County Chamber of Commerce, $10,000 for programs related to Base Realignment and Closure.

  • Decatur-Morgan County Chamber of Commerce, $30,000 for the Business Development Board.

  • Decatur-Morgan County Chamber of Commerce, $40,000 for the Cornerstone Program.

  • Community Free Clinic of Decatur-Morgan County, $50,000.

  • Morgan County Child Advocacy Center, $25,000.

  • Junior Achievement of North Central Alabama Inc., $5,000.

  • Decatur-Morgan County Emergency Management Authority, $28,100.

  • Decatur-Morgan County Rescue Squad, $10,000.

  • Decatur-Morgan County Seniors Council Inc., $62,200.

  • Main Street of Decatur, $20,000 to $35,000.

  • Morgan County Commission, $150,000.

  • Morgan County Emergency Management Communication District, $594,149.

  • Morgan County Health Department, $150,000.

  • Morgan-Lawrence County Chapter of the American Red Cross, $5,500.

  • North-central Alabama Regional Council of Governments, $2,000.

    The council made asssessments against the following properties for the cost of nuisance abatement:

  • $649.82 against 205 Seventh Ave. N.W.

  • $531.87 against 410 12th Ave. S.W.

  • $600.84 against 1006 Clarkview St. S.W.

  • $577.85 against 1218 College St. S.E.

  • $741.78 against 1619 Lake Cove Drive S.W.

  • $641.82 against 1658 Lake Cove Drive S.W.

  • $652.82 against 1706 Wilshire Ave. S.W.

  • $604.84 against 1213 Mill St. S.E.

  • $613.83 against 1416 Modaus Road S.W.

  • $820.75 against 4604 Norris Mill Road S.W.
